“The Governance of Space”

The concept of governance has gained considerable attention over the last years. This is true for all parts of society, but very pronouncedly for space, where the increasing diversity of players is calling for ever better approaches to deal with the establishment and monitoring of policies.

In this process, reference is almost always made to the term governance. In many cases, it is administered in rather specific technical and legal contexts, but it is also used very broadly and sometimes quite indiscriminately. In order to shed light on many of its hidden underlying dynamics, it is necessary to take the high level perspective. To this effect the speakers of the ESPI autumn conference will address the topic of governance from a wide variety of angles.

First, the playing field of governance will be captured in a number of presentations dealing with the external influence of international relations, geopolitics and liberalisation. Thereafter the different trends that constitute governance change will be addressed. This includes the roles of many of the stakeholders involved in space governance: governments, the private sector, the public and the international community. Finally the hot topics of governance in the European setting will be explored.

Dr Jill Stuart is an academic based at the London School of Economics and Political Science. She is an expert in the politics, ethics and law of outer space exploration and exploitation. She is a frequent presence in the global media (print, radio, television, documentary) and regularly gives lectures around the world. From 2013-2017 she was Editor in Chief of the Elsevier journal Space Policy where she remains on the Editorial Board. She is also on the Board of Advisors of METI International, conducting scientific research into messaging potential extraterrestrial intelligence. She is one of an elite number of people to be endorsed by the UK Home Office as an Exceptional Talent Migrant/ World Leader in her Field. In 2015 she was awarded the prestigious Margaret Mead Award Lecture by the British Science Association in recognition of her cutting edge research. She is trained in both domestic and international mediation and has done consultancy work for the International Criminal Court and the International Court of Justice. She has a sub-specialism in women, peace and security and gender based violence. She is a Trustee of Luton All Women’s Centre.
